Here my tool for decompress and compress back files.

Uncompress

TGRPMCTool -d vertical_slice-english.lng vertical_slice-english.lng.out

Compress Back

TGRPMCTool -c vertical_slice-english.lng.out vertical_slice-english.lng

Here result

it was just a RPMC file out from the archive so an easy job
