So the problem would be, that it would take way too much time to manually decode the LUAs, right?

I contacted one of the developers of Krater ( robert(at)fatshark.se ), who was kind enough to share the most up to date database and localization toolkit with me. So if your language is still not in Krater, but you want to translate/finish your translation, you should contact him.
