I need help finding a file

if i'm not mistaken this is where to request game files right? i've read the forum and this looked like the game file requesting section....after I downloaded the program unpakke it was missing upkk_phtsm.dll I went to nullsecurity.org to find the file and only found the unpakke program for download there with dll files but not upkk_phtsm.dll is anyone here able to upload or point me toward upkk_phtsm.dll ?
