If the zone models are themed, like there are several that are from an airship or from town but lack textures, try look a folder before or after a themed group, ussually they there is just an Imgb <or whater texture file> that will have all textures, thats what i found out with SOME Character models (*< __ >);;;
BY the way @__@ Which files did you rename to extract the zone data lol i tried that a long time ago but i just couldnt figure out which file did what when it came to renaming the right ones for extractions T.T
EDIT!
I think i got it lol Thanks anyways!!! if it wasnt for you post, i wouldnt have looked into it more!!! /hats off to you~
Edit 2
As i thought, the Textures are located in only one of the zone files for each "Group" from what it looks like, its in the last folder per "Group"
Edit 3
I correct myself, it seems that some models within a group also contain textures O.o.... this is confusing ><;

Thx,,i think textures are there as you said.
You must extract the character container first.
The keys(a lots of filstxxx.dat ) is hidden in the \white_data\sys\outport\zone\folder
put them in the zone folder with those white_xxx.dat ,rename filelist_xxx.dat to fit them.that's it:)

hi
i dont know you guys have this problem too,but for me i have wrong bone place for model
i used openCOLLADA to import model

and also i think you guys had something wrong about the texture
for alpha hair you just should open that blue and green texture in photoshop

there are three channels in the texture,green one is the alpha we need so you should copy that channel to RGP channel

then you are done

i just hope you understand my bad English
this problem is for normal maps too and you just need to play with channels
this is the deal so tell me how can i fix my problem?

I've told you, your textures are upside down. I've just tested it with my model, and it came out just like yours. Export it again with Noesis, but make sure that you select "Flip UV".
