Extracting Graphics from Snes/Genesis Roms?

Is there any tool that can make it happen? imagine just if we could extract "streets of rage"'s sprites!!

uh there are some progs around that do rip sprites and most of them are in the emulator themselves.

are they just for some specified games? or are working with all of games? can you name some of those tools and emulators?
