Revue Starlight ReLive Live2D Models ( .mpac Motions)

i have the .moc3 files and i can open the file in the viewer,

but i cant open the motions file,
it has " .motion3.mpac " format anyone know how to open the motion files?

which viewer is it?
Is the source code available, on github or such?

its the official live2d program
