How encoding noesis RPGEODATA_SHORT? (string looking as rapi.rpgBindPositionBufferOfs(vertBuff, noesis.RPGEODATA_SHORT, ucMeshVertStride, iMeshVertPos)), or where i can find documentation ?

Looks like one of the Tomb Raider scripts. What are you trying to do? Your question is too vague.
