How can I extract and view any game file format?

I just know that computer technology is unlimited, any game they create, have their own file binary format. It no limit. There is will be have a hacker know this. They just create any file format name like they want. How hacker will extract and view data in any file format? what is their skill to create a new binary file format? in here I have a game file call .xp3 file. even they create file name .sex file, I wish I always know a technique can hack and view it. Please help me this everyone in xenhax. !!!
