Sony ATRAC9 audio

Are there any tools out there that can read/play/decode/encode/create audio in the ATRAC9 audio format that don't involve finding illegal (and dodgy) copies of the official Sony SDKs?
Or has no-one attempted to reverse engineer this format yet?
