Would anyone like to take a look take a look at the Jak HD models and see if it's possible to extract them?
The character models seem to be in *-ag.go files with the textures in *.jaktex files.

I got some files here from Jak 3 HD

The DirPrnInfo.txt shows all the files within Jak 3 HD if you want to take a look at a certain file.

Are there any other texture archives you have I could also take a look at to compare and contrast the one you supplied.

what exactly is a point cloud? just the vertex positions?
I'm not too sure what this means.

that small vertex section seems to be a very small lod.
the rest of the file is most likely compressed like uncharted.
