Than what is it, an unique encrypting?
How could I decrypt and encrypt the files?

Nah. The other part of decrypt algo protected with virtual machine (used -> VMProtect).

So unpack the whole file, is almost impossible or at least too much effort?

You can dump decrypted file from memory (if use Olly). In archive is Oasis_English.inf.dec already decrypted.
