Battlefield 3 Translation Tool

Hi, We want to translate this game to Azerbaijani, so we need Translation Tool.
Can someone help us to open language files?

No one knows nothing about this? :)
There is an extracting way(.sb and .toc files) but no one speaks... :(

well loking for tools for Frostbite engine as well. Noone knows at all. :(
