Help with traduction from Chinese to English in a Tool.

I get a tool, but infortunately its all in Chinese, its a tool to made effects for games like sprites, y try with Resource Hacker but in resource hacker i can see the Menus are in chinese but the text to made the traduction its something like this --- ??? ???? ????, here a sample



Hope somebody can help to traduce or give a guide abouth how i can traduce this.

Run Resource Hacker using AppLocale with Chinese as the language and the strings should show up properly.
