help me how to submit changes in games like fonts

i need help over these games :

my question:

1) i want to know how we can make such games, i mean what is their game Game engine ?!
2) how we can make fonts for using with this kind of games?!
3) how to decode the DAT file which is included in the games?!

and my last question is what game making Game engine you prefer to make such kind of games?!

by the way notice that i can make the tag file

but i can not make the dat file itself
