Hello Folks

I've been trying to Extract the ROMs out of Sonic Mega Collection Plus for the PC using the same method I extract the ROMs from the console versions and I'm wondering if anyone can help me decrypt this file?: https://www.mediafire.com/?683kc3diyr3m39s
