PS2 Syberia-1 TGA (VRLE)

Hi, i am new on xentax. Please can anyone help me how to decompress this file

it's not a TGA file and although it reports the VRLE signature inside
it, it doesn't seem to be this type of file because the graphic programs
return an error during its decoding.

looking at the header (28 bytes) it looks like a 800x600 image at 8 bit
but the resulting visual image doesn't have sense so there is something
else missing.

This file from SYBERIA 1 part for PlayStation 2. Look please my file and advise with what program it is possible to change it (to edit or replace with another).
