Netease AS head .dat file

Im researching the X-heros,I get some texture but it imperfect.And I open some .dat file in 010editor find that is similar to images files,I can't view it.
It is encryption?

No, this looks like raw RGBA pixels of 16x16 tiles with different start offset.
Maybe this is level map file or just packet tileset.
