in theory Game Extractor should be able to handle them (
http://www.watto.org/extract/) but in practice seems to not doing the job (tested a couple of files without success).
although useless to your request yesterday I released a tool for "unpacking" the compressed pc/asr/ebp/and so on files ("AsuraCmp" signature).
