i assume you are using TheDude's ms script import the models. I know these one's work
if it fails you might try reinstall 3ds max

That's good maybe you didn't extract the files correctly or your copy of the game is damage

I'm trying out 3ds Max 2013 and if anyone else gets this error when running this importer:

coCreateInstance() failed
Please check your registry entries
CLSID{F088EA74-2E87-11D3-BIF3-00C0F03C37D3} and make sure you are logged in as an administrator.

Open a command prompt as an Administrator ( right click - Run as administrator) and copy/paste the following
(right click in command prompt - paste)
regsvr32 “C:\Program Files\Autodesk\3ds Max 2013\MAXComponents.dll"

Should fix it.

EDIT:
Autodesk, in their infinite wisdom, decided to change the way bones are sorted in 3ds Max 2013. Here's an updated importer.

This only works correctly with that one file atm.
I still have to finish figuring out the mipmap headers.

Appreciate the progress on this =) The Noesis tools would make it a lot easier to extract xD
Textures are still ps3 version and models xbox?

Noesis supports PS3 index buffer decompression (though if I remember right it didn't work with some games). The first eight bytes of index buffer data (the compression header) is fairly easy to recognize.
