I gave a quick look at it before and the job can be done, maybe I will do it later or tomorrow.
it doesn't seem hard, it's just an incremental xor requiring 2 arguments: the beginning xor byte and the amount of the incrementing (for example 0x88 and 1 as WRS noticed).

considering that the problem is in the reading/conversion of this format I suggest you to move the thread in the "Audio File formats" section (viewforum.php?f=17) so that it can gain more visibility

the initial part is simple, the rest instead looks like a sequence of compressed chunks of an unknown algorithm or encrypted+zlib

it looks like the data from offset 0x19 is compressed (it's preceeded by ZSIZE and SIZE) but don't know with what algorightm

xor.exe is a command-line tool so if you double click on it is normal that it doesn't work :)
while for quickbms you can use the following script:

quickbms supports the reinjection of files but unfortunately this particular game uses files divided in chunks and so there is nothing to do easily
