in my opinion the table with the informations about the files is encrypted, probably with blowfish.
while the other files are simply compressed (acid_effect.npk and posteffect.npk) or encrypted too.
try to upload also the executables and dlls of the game but I doubt there will be a solution

I have seen no info-table in them so the only way to extract the files is through offzip that works perfectly with these archives:
offzip -a archive.vfs c:\output_folder 0

uhmmm I guess you needed to post in the Graphic section anyway all the files you uploaded are audio stuff (fsb/fev), meshes and shaders.
I don't see traces of graphics or fonts but this is not my field so I should be wrong

uhmmm just for my curiosity, don't exist extractors for all the games of the series? on the settlers6 thread there is only a reference about nkcss but it looks like a work-around and not a real tool (the nde files that are a list of offset/size/name). if that's the situation it looks like a big hole...

sincerely all this thing doesn't have a sense maybe because I don't understand it.
anyway all the calls to aes setkey seem to have a key made of 32 zeroes.

my doubts derive by the fact that the wiki about settlers6 doesn't really explain the method for dumping the archived files, it tells only about xor and encryption table in an inconsistent way or a way that doesn't apply to settlers7. for example there are references to the filetype identifier used ...

it's located in the process so you can get it by:
- searching in the memory with ollydbg
- dumping the process with my dumproc tool or dumpfx or any other process dumper and then searching in the file

zip.bms must be used only with zip or zip-like files.
dymok is obfuscated in some way and it's used by mkonline.exe
