that can be the following things: - you left the encryption/filexor/filerot mode activated (if you used it) and so the data was altered - the data is not correctly compressed and in this case you can know it if offzip returns a warning after the extraction - the ZSIZE or SIZE value doesn't match you...

I have not fully understood if it was jc1 or jc2 (the format is enough similar) anyway I updated my justcause2 script to work with the archive you provided.
but note that I used a work-around because the tab file contains also invalid offsets:
