The attached will parse the TOC and DATs. Make sure the TOC and the each DAT that corresponds to its TOC is in the same folder, or extraction will not work. You wouldn’t be able to reimport because different values would change (ie. Headers and file sizes), and I don’t know if the game engine would allocate those changes.

You could also implement a TXTH header with vgmstream, using that codec:

You may have to read the files header for some values (ie sample rate) but possibly not. Should work fine in vgmstream

The only thing that would be doable is if a complicated re-import script were written, since usually archive formats are by game and not by console. Because of that, there’s no such thing as a “universal importer” for consoles.
