theres a dos tool floating around, where someone just specified the offsets of the geometry in a single file from the psp game. I think its just misinformation, but that's far from a working importer. although I can varify that another hacker (japanese) was successful in cracking the format. however...

usually you get a bunch of floats, for different data. what you have to do is findout the vertex size.. basically thats how many bytes there are that define 1 vertex. but that one line of bytes could include more then xyz position. it could also include normals, texture corrdinates, vertex colours, ...

the models are a bit annoying to work with, as max does not work well with double faces. although the VC models don't exactly have double faces.. more or less faces that are very close together.. and they somehow show in a render. I use max 8 by the way, so my results may be very different then your...

from skimming over your blog, it looks like your capable of creating your own model importer.
DX specs aren't secret either, I bet its in the directX SDK.
