i dont remember anyone reporting a problem of missing textures
some of them may be unsupported format, i think i never finished them
check if you have any "unsupported" messages while extracting

I checked my test code and it seems it extacts all models and textures fine. Had no time for skeletons yet. Also, game packages have tree-like structure and i don't know how long it can take to properly parse them. So I'm currently thinking maybe i just publish the tool in its current form where use...

added texture export - same tool
just drop texture package onto it, it will export all images as TGA (uncompressed RGB with alpha)

Note:

before converting models you have to extract files from game archive
you can do this with Luigi's BMS script for FF13, or with noesis

I can't tell you how many dozens of hours I have spent using 3dripperdx and I can imagine that after reading the old FF7 thread. People here tried many things to get models in years ;) Textures here are standard PS2 swizzled 8-bit palette images. So i used old existing tools for PS2. If nobody will...
