Yes, VIV archives are really simple structured, so no wonder there are many programs that can handle it.

No, I have all the files. Did some research. There are 2 possible ways to decode this. 1. reverse the decoding function. That code you provided is only one tiny part of it. I checked and if I don't scale UVs it looks exactly like yours. So you have to scale them. Find someone who can explain how to do that in Max. This will be helpful to you anyway.
