For example... can I by using these tools for the fear2 get all neccessary data to edit game text? ...To get in game symbols for my native language and edited subtitles? If it is so, that is for me :) Nope, its not a watches with fountain, so it only extracts archives, convert textures and sounds, ...

Isn't this a format by "Haemimont Games" compatible to "Glory of the Roman Empire"? I think I started dealing with this almost one year ago, if I'm not wrong. I don't know... but I know that when I was making this tool, there was no unpacker for Imperium Romanum's .hpk format, and it was March 2008...

Does the SND extractor extract the sounds with filenames? Sure it extract sounds with filenames, but I guess that your sentence is missing word "original" or "correct" before word "filenames", and if, then no, it still doesn't know how to obtain a correct filename from directory tree. But hey, sour...

I'm not too familiar with lua :) so I'm thinking about writing language from zero, and it will be written in Object Pascal or C++ (I dont have any experience with D language, sorry :)

I dont think so that its encrypted, its just hybrid save game format, binary and acii in one file. You can read some strings from it, but the rest is binary data (id of objects, position in world etc). Also of offsets 5915, 22299 (maybe more) are some PNG images, probably thumbnails for "Load Game" ...
