i noticed most of the audio was xored with a very easy to spot xor key. i think the other files are xored also but i did not look to much into it. if you want to research the models and other things i recomend using a jtag 360 and dumping the memory of the modles you want.

you need hacked ps3 and a copy of the game the only way to legally extract the files.

the direct x sdk should have a tool to convert the model to 64 bit i would look there first.

the 64 means it uses 64 bit floats why would you want that?
also any game should be able to read 3d bit floats if they have a proper .x reader.

resident evil did the exact same thing using that ffff or fffe what happened in that game was they went off the previous files index and continued from where it left off.

noesis auto converts the textures i am not sure why you are loading them outside of noesis?

its possible to convert those files.
I am not very interested in most ps2 games as they are normally fairly low quality.
this is not really an archive file its just a model resource.
you can see floats clearly in the format and most likely it uses auto generated triangle strips for the faces.

the bones / wieghts are not to hard
for materials i think ill have to edit the extraction script to count the texture number rather then the file number in the archive.
but yeah if i don't finish it this weekend feel free or if you want to anyway go for it.
