games do not re-compress files when they are run so the compression code was not in the exe.
this is a one way only process of extracting files from the archives like the game does.
your best bet is to try to get the game to load uncompressed files outside of the .par archives.

gildor has an unreal package decompressor.
unreal will read the uncompressed files it outputs and you can modify them to your hearts content.

having a few compressed files would help in testing.

I just extracted the file you posted with the script you are doing something wrong.
open a command prompt and do this
c:\quickbms.exe c:\qb.bms c:\file.dat c:\extracted
and the files will be extracted you might want to re create the bms file I have a feeling you are using the wrong one.

the textures are embedded in the nif files so names don't do much anyway. and the nif format is to new to be supported so archive extraction wont do any more then offzip does.
