Ok so I think I might have to respond: ChrisX contacted me for making a XBB tool, PAPA tool and DARC tool. I finished the XBB tool(just a lil' bug fix to do), currently working on PAPA and the DARC tool should be easy enough. all those tools will support extraction, repacking and adding of new files...

If you really want to know:
Bone format is the exact same.
Vertexes, meshes and UV are rearrenged and in a slightly different format iirc.
Texture format are in a 3ds custom format.
All I can say 'bout those DDD PMOs, never really worked on 'em tho tbh.
