Thank you! All hpk's really extracted, great! But maybe you know, where location models? I dont't see any mesh files. According to this topic https://forum.xentax.com/viewtopic.php?t=6596 some models are in BIN files. But I'm not an expert in models. You can ask for help in the topic I've linked.

Not all language files are text files... some (many?) are binary files. And it is standard practice in game development. Not always keep...

It works fine for me. Maybe try newer version of foobar and vgmstream plugin.

My versions:
foobar2000 --> v1.6.10
vgmstream plugin --> r1810

Try to use hex editor (e.g. Hex Workshop) to manually paste OGG file data in uasset file.
Data starts at offset 1088.

Those FRA files seems to be encrypted or compressed. No header, no index table, nothing. Heaps Engine? Never heard of it. No information on our wiki either. You can post few samples of FRA files, so someone else could check them out. And if you want to do more of your own research, I would recommend...

I don't know. You have to extract ALL .ttarch archives and find some .font files in one of them.

Yes, you can do both. Just play with the tool, try to add some new characters or replace existing ones.

This may be helpful as well (but only for basic concept of importing in UE games - using hex editor etc.)
