If you'll change file extension to *.npsf, you will be able to play it in Foobar with vgmstream plugin without any issues.

For now there are no tools that are able to parse this kind of file.
You can sometimes get some results using TextureFinder, but that won't be possible with compressed images.

So maybe you didn't encode your text files in proper way? Try to save them as UTF8 files.

The B17G.PAC File is a game graphics file, so what should I be looking for, in the Output ? Also the DEFLATE_NOERROR .dmp File, is the same size as the file in question, i.e. 30 bytes. Why do you assume that files should be identical? It's wrong. DMP file should contain only uncompressed data. So if you are testing for example on a compressed text data, you should get human readable text ...
