What game is it from?
Looks like standard texture2d file from Unreal Engine with some compression.

In the header you have string "NullsoftInst" which indicates
it was compilled by NSIS.
You can get tool's source here https://sourceforge.net/p/nsis/code/HEAD/tree/
and figure out the way it saves executables.

otherwise the game won't boot? To be honest, I'm not sure. Yeah, in most cases it can be used for reimport.

First you need to find the palette
