I would start with MSB and describe it like this:

1 byte - flags // bit 1 - flag1
               // bit 2 - flag2
               // etc.
But your idea seems to be ok.

So maybe you should contact script creator for support.

Reimport mode should work fine in most cases, also some games can be modified using unpacked files.

You need to edit font to translate the game. You should edit file FONT.DPC and when there is no such archive, then you should edit ENGLISH.DPC or any archive with font. Ok, I have checked your sample and it seems that foobar + vgmstream is working fine. https://imgur.com/a/cUu1zMe

You need to select all files (CTRL+A) and then go to Convert > Quick convert and then select WAV output to extract all files without issues.

So NO, they are not standard FSB files probably. :D

You can upload sample file to service like mega.nz, google drive and someone may look on your sample and help you figure it out.

If these are standard FSB files, then you can use some other tools like fmod_extr, fsb_aud_extr, FMOD Designer, FSB Extractor etc.

You can upload RDP sample to some hosting like google drive or mega.nz and someone may check your file and help you with this.
