Did you notice that the section you claimed to contain vertices is like so: "float float word"? So it's more likely to hold the texture coordinates.

Try 1b29b for the start of vertices.

Yeah, for some strange reason blender refuses to apply the texture. Even when I deleted 3 of 4 sub meshes
(checked it with a cube to be sure not to miss something):

For me it says "FileNotfoundError: train_station.mesh.xml"

You could use 9DCC as start of uv block (UVB). Using params from here of course:
