Open the .bin file in notepad and check the header (or somewhere around there), you will see the name of the character it belongs to.

Animations is definitely something I can't/won't do. I can possibly get bones and weights but animations are something I've never looked into.

I may have figured the vertex count but how they work this for both meshes is what's confusing me. 0x13A = 37,040. 37,040/16=2,315. That's the vertex count for the 2nd submesh, maybe they use this value for both meshes somehow. This seems to work with the other files provided too - the value after "...

I'll take a look at Cocos tomorrow, my main problem right now in the file is finding the vertex count location, without that I don't really know how to create a script. There may be a way around it but I don't have enough knowledge to know about that. If anyone knows where this is found in the file ...

I've looked into the files to see if I could create a script for Noesis to load the files but haven't got very far. If anyone wants to help with looking, I've looked in c_FoggyNelson_L1_skin_v1 and found that the face indices counts are at:

They are in unnamed files, I found Kid Ultra, Pendles and Ernest but never managed to get Alani or Beatrix since they were encrypted I believe.

Unpack those files and one of them will have what you want.

Is Alani's files encrypted too? I saw you posted a pic of her along with the other 3 I couldn't find at first on the last page.
