These files are probably UPK, you can only edit them in HEX.

Gibbed.Volition.Pack.exe works but the game does not run with the modified file. I noted that the package version is 6 and not 3 of the Guerrilla.
Any ideas?

In the UDK exists a tool called UnrealLoc.exe which I think is to edit these files * LOC * but so far not understand its operation, if somebody can tell me how please.
