Well, there is the section at the end that appears to be referencing different parts of the model. They have chunk ID of 0, and it starts with "root", then you see things like "main body", "knuckle arm 1", "wheel front 1", "wheel front 2", "knuc...

Wheels are definitely out of place. http://i.imgur.com/uJ2T9.jpg I noted there are 4 vertex sections, but there are only 3 face sections. That is strange. At the very bottom, there are probably some transform matrices that will move the wheels to the correct spot, but then the wheels aren't separate...

If you are a 3D modeler then you would probably have a better idea what the data represents, since you most likely know more than that an average programmer knows. Especially since there's all sorts of stuff in there like material properties etc. A strong background in 3D should make it easy to lear...
