I'd just expect it wouldn't be so helpful to anyone else since they'd have to remember just as many functions and methodologies to get the same things done, or they'd be artificially constrained by your interface if you don't expose all of the same options and parameters. I've seen a couple open source hex editors, though I never actually tried them. I like 010 cause it does a lot of calculations for me in a side panel, which is probably the main reason I use it cause I don't look at hex very much anyways. So generally you'd have to figure out the entire spec before trying to write a fool-proof tool for it, and that would probably involve asking around for save files at different levels of completion. Or...actually playing the game and seeing the changes first-hand.
