The problem with this format is that 1: the "build" file specifies which meshes and which "shader" file it uses 2: the "shader" file specifies materials Except neither of these have extensions. I mean I guess you could modify the script to manually add some dummy extens...

If you look at the obj file, it indicates which material is used for each mesh (usemtl)
I'm not sure if this is part of the specs, but maybe the blender importer does not load materials directly when it goes through the obj file and depends on a mtl file.

Upload a sample GMO sample and any textures (if they're not stored with the GMO). I don't remember if I had them textured or not.

Since the models are extremely small I wouldn't mind if you just uploaded all of them

I could write a shaiya exporter for the 3DO and SMOD formats in noesis, but for 3DC there is some weird stuff in the vertex.

It doesn't work for two things
1: some of the file entries have a different struct (not just unk, zsize, size, zsize, size)
2: I haven't connected the filenames and the data together so it's not useful.
