They are ID of strings. Look at "struct TEXT DATA[8375]" its ID is "-1700966594". The first one in french and italian also have same ID. Texts have also same meaning. ok, I found this svn. It has enough knowledge about understanding. He also implemented huffman encoding.

root.pak is 533MB.
But, I found similar problem in the another file that has smaller size.

Tool does not properly extracts some files. First you need to decompress upk files with decompress.exe by gildor.
Then search google for UPKInOut that will help you to extract and repack texts into the game.

Inversion Savegames

Hi,
saves.dat file is located under My Documents\Inversion Saves folder.
I guess first 8 bytes is related about checksum of the file.
The rest data is zlib(deflate) compressed.
Help is needed for figuring out the calculation of 8 bytes.

Modifying game files without permission is illegal. Read the EULA of the game, before installation.
But, you are saying sharing file is illegal. Why you are here then?
