Can you explain a bit more about the rotations? Grab any given character, go in to pose mode in Blender and make sure your in local not global as you see in my screenshot above, and pose hands/fingers for example, or even whole arm/legs and you'll see that rotations do not exist for natural proper ...

Everything would export/import by sectors/areas/zones or what ever the game has, not all at once in one giant file, that's not productive obviously.
