You should read that site again, because you made a mistake.
You must open an Elevated command prompt as dictated.

Try running it as Administrator. Right click on the .exe and select Run as Administrator. I downloaded it, unpacked it on a Vista machine and did that, it worked.

You must first actually CHECK the option to run it in compatibility mode, and then select which one from the drop down menu.

This looks a lot like Heroes of Might and Magic 1 sprites and is probably a common technique, one that I also came up with during my DOS days
The "footer" data look a lot like a "mask" datafield. A spritemask. So where to *not* render pixels.

As a side note, since the 4.4.0 update you should be able to run QuickBMS scripts from MultiEx Commander as well. Gives you another interface possibility.

Good. The format has changed. It now saves images in three different formats each time for each slot: raw ARGB per pixel (4 channels), the old format (with 256 colour palette), and as DDS.
