Try using Alpha23's XMA Transform BMS script on the XMA files then run them through ToWAV.

You will also need HCS's XMA Parse tool (You will need to rename it from xma_test to xma_parse for the BMS script to find it and work properly)

I checked the file, there's no FSB header :/

The file might be compressed/encrypted.

You probably need to update the FMOD DLLs

You'll have to either rebuild them as PCM in FMOD Designer or use MusicPlayerEX to convert them.

Aluigi wrote a BMS script not too long ago that handles all of the .WAD files from each of the three games on both PS2 and even the HD Collection games. The 989SND.IRX makes me think that it uses the 989 sound driver. The same one that Jak & Daxter and Sly Cooper and the Thievius Raccoonus used which is an audio bank with instrument samples and a midi file of some description. If it is using this sound driver as a sequencer like those other two ...
