you can extract a lot of files from the arc file using offzip, then your left with a lot of sarc files which seem similar to just cause 1 but the multiex plugin for the original doesnt seem to be able to open them.

hey could anyone make a extractor/packer for this file please, it doesnt seem to be compressed and you can plainly see all the files one after another, looks like the offsets of each file are stored at the start followed by a list of all their names.
