Slight update, I figured out part of the header. First four bytes is some kind of signature, every sprite starts the same way. The next four bytes are Tile size? King of Fighters 2002 (PS2)
Just trying to figure out how the sprites are compressed. Later SNK games store sprite data as tiles which are assembled later, so I actually have a compressed sprite and an uncompressed one for comparison.

Believe me the PAC format is the same, you just have to change to big endian when dealing with 360 files. As for PK3 files, the ones in the console ports are the frame data files. You can see filenames in plaintext, this is not a compressed file. If anything that's a file table with offsets/filesizes.

I'm afraid I don't quite have a solution for you yet but when I look at the files they all seem to begin the same/similarly. I bet it's a simple XOR scheme, though for some reason each file changes the header slightly... tb250_00_n.dds especially has a lot of repetitive data in the header, if it is ...
