I reinstalled the game again, and I compared the installed (new and old) win_000.nfs using Total Commander.
It found 1 byte difference!
After it the codemasters_nefs.bms extracted all files from the win_000_new.nfs file.

I added the Haydee .mesh/mtl loader module to the 3D Object Converter http://3doc.i3dconverter.com.
I released it as a web update, so just use the Help/Check for updates... function to get it.

Oh. Guess hex2obj was psyching me out. There's only one thing remaining then, and that's getting all this data into a format that's easy to work with.
