(Just a hint: this is Big-Endian)

I don't think it is encrypted, you can still find several plain strings in there, but file data is (for at least some of the files) indeed compressed.

Well it is indeed compressed, but can't figure out what compression it is. There are no indications.
An uncompressed version of the file might help.

I think, in the end only debugging the exe will give you usable results.

you could try adding it and using a zlib tool to extract it.

Yeah, but where do you know that from? Did you just figure it out or is there a description of this encoding somewhere?
I mean, why would a developer use such a strange format, why not simply unicode?

Well it's not that unsual. Sometimes games store the directory to their archives in another file, usually with the same name, but a different file extension.
