(Just a hint: this is Big-Endian)
I don't think it is encrypted, you can still find several plain strings in there, but file data is (for at least some of the files) indeed compressed.

Re: Help with autotext.cif in LZSS compressed
Well it is indeed compressed, but can't figure out what compression it is. There are no indications.
An uncompressed version of the file might help.
I think, in the end only debugging the exe will give you usable results.

Re: Re5 Arc files
at least there's no zlib header.
you could try adding it and using a zlib tool to extract it.

Re: Silent Hill:Homecoming pak files?
In the scripts folder there is a scripts.zip. You may add files in there: <bms author="Trass3r" games="'Silent Hill'" platforms="'PC', 'PC'" ext="PAK"> GetDString magic 4 0; If magic <> "PAK_"; CleanExit; EndIf; Get Dummy Long 0; Get numFiles Long 0;...

Re: Silent Hill:Homecoming pak files?
This is a MultiEx Commander script to support this file type.
Think you can also use it with GameExtractor.

IF you see this board as a place where you can make people do the things you want, you are wrong.
You can be very grateful if anybody here is able to figure something out.

Yeah, but where do you know that from? Did you just figure it out or is there a description of this encoding somewhere?
I mean, why would a developer use such a strange format, why not simply unicode?
