I cannot find such a program that opens them, it doesn't seem to be just an .art file since it's 2 other formats and it's certainly not a single still image inside of these archives. Not sure what to do next. edit: I tried the stated program "Graphics Workshop" but it says they are all dam...

The code for 2033 does not work, this time it's .vfx not .vfi, I have provided a cut of the 1 gb .vfs0 and the .vfx files

Thank you that worked! However, none of the character sprites are found in either of the .pac files, I came across a few .spr that were larger than what they gave for example this one gave 1 .PNG file(using nova extractor/game extractor also) that is only 183 kb yet the .spr archive has 1 mb of more...

Works if .pck archives dont have much files. Problem .pcks - sounds_eng.pck, sounds_sfx.pck (Assasin`s Creed III (Xbox 360)).
