The short answer : PS2 textures are low-res to conserve console memory, and since mgs2 is a port, the textures retained their original sizes. It seems to me that the textures on the LEFT are the ones you see UP CLOSE , thus the Quality is much higher, but this means it uses up MORE memory. The ones on the RIGHT however seem to be LOWER QUALITY textures, this could be because (this theory makes the most sense) using LOADSA of HIGH QUALITY ...

I looked at the PLAYER folder at soem of the files within that,(with a HEX VIEWER). In the PC version of Metal Gear SOlid the character models are saved in a file format called .KMD, .HZM,.LIT(which i assume means Lights) or MDX.
